Unclear on the concept of the “world wide web”

Collins Stewart Tullett, a major interbank broker, has just announced that it plans to acquire the Prebon group, one of its competitors.
It made this announcement in a press release headlined, in big red letters, “The announcement is not for release, publication or distribution into the United States, Canada, Republic of Ireland, Japan or Australia other than to staff of Collins Stewart Tullett plc and its subsidiaries.”
Clearly Collins Stewart Tullett plc considers anyone in these countries (at least, anyone with access to a web browser and Acrobat) to be a member of its staff. Otherwise, why would they have made this document available to the world right here?
